ROB,

 For California Steelhead, you'll need a 9wt. for winter steelhead in the Smith & Eel rivers...big, deep rivers that require big (#2/0 thru #2) flies to get those Tinheads interested. in the other California Steelhead rivers a 8wt. set-up will cover you well for most all Winter fishing & select Summer/fall fishing. Personally i use my 10 ft./ 7wt. rod for all of my Summer/fall & a fair amount of my "Light" Winter fishing.. On occasions the 6wt. is perfect for those "Half-Pounder" type steelheads... also great to have along in case the Steelhead don't want to bite & you can locate the Sea-run Cutthroats around.

 As an example, next month's annual trip to the Yuba & Feather rivers I'm bringing my 6,7 & 8 wt. set ups...it will cover all possible situations... unless the rivers are in winter flood stage... then it's off to the Eastern Sierras to fish the Owens river for Brown trout...that would dictate i bring my 3,4 & 5 wt. set ups...  always a good thing to be prepared...
