Bill I have tyed them that small yet.  A #16 standard wet fly hook is as
small as I go with them, but them method would be the same.  I use fine wire
for the rib, hackle fluff, the stuff at the base, for the tail. A super fine
chenille or dubbed body, hackle according to water conditions, soft hackle
for slow water, dry fly hackle for fast currents.
