I saw an article about rope dubbing CDC recently, I don't remember where.  You take a 
paper clamp with straight edges, like a BullDog Clamp for example, and clamp the 
feathers in here with the quills outside and parellel to the edge of the clamp.  Line 
up several of the feathers.  Take a pair of scissors and trim off the feathers against 
the quill.  Wax one side of the dubbing loop, and, with the barbs of CDC still in the 
clamp, press them against the waxed thread, and release the clamp.  The barbs will 
stick to the wax, but you may have to adjust them with your fingers.  Spin the rope, 
and go to it.

You can do this clamp business with any material.  I use it with marabou and with some 
hair.  Works well with wire dubbing loop too.
