I'm guessing it is the tacky putty we use to hold miniatures in place in a
doll house.  It does come in blue.   I don't remember if we call it the same
thing here or not.  They would have it at any craft store that has
miniatures for a doll house.  I don't know about Michaels but AC Moore would
probably have it.  I would guess that tacky wax would do the same thing and
you could find that at most craft stores. The putty would stick better on
the end of a toothpick.
