Steve,
I guess, it depends on the temperature of the water and the under-water
structure of the river.
If there is no underwater structure and the water is really cold the fish
might go downstream. They cannot hide and due to the cold water their
metabolism is quite inactive.
However, Usually they will find some spots where the water is calm and where
they can hide and protect themself. You should find some fish when the flood
is over.
