I went to one of our local rivers that had received stocking about a week
ago. The river was over its banks, and most access was blocked by the
powers that be. The river was really high, and really fast.

Fish adapt. In high water you can often find them finning right by the bank or by structure. Trout go up the runs when the creeks get low and warm. Where do the fish go? Depends on conditions. Low clear water has them hiding and trying to get oxygenated flow. But yes, many will get washed downstream. Take Morgan Run and Liberty reservoir. Many will go downstream to the reservoir for a while but migrate upstream as the stripers herd them into the shallows. Morgan is only stocked privately by TU to my knowledge and a shop or two. Liberty gets 10,000 this spring. I'll bet you'll find some bows in Morgan which often just gets browns stocked. I'll fish it the next few days and tell you if my theory works. ;-)
