I drove from Craig, Colorado, through Steamboat and over the pass to the
junction of Empire and West I-70 last week

That would have been Rabbit Ears Pass, and the Yampa River between Craig & Staemboat. Between Rabit Ears Pass and I-70 at Empire, there's some excellent fishing on the Colorado River near the town of Parshall, and if you go another route from Kremmling south on State 9, the Blue River. The Blue offers probably the better fishing opportunity, with many more river miles available to fish, all the way up stream to Dillon Dam, where you run into I-70 again. (I-70 east to I-25, I-25 north back to Wyoming...) I'm partial to the Blue since this is where I cut my flyfishing teeth years ago. The Blue is a tremendous tailwater fishery with good regulations, being part of Colorado's Gold Medal program. Yellow bodied Adams, natural and olive GRHE's, and large muddlers along the banks in the evenings were always the hot flies for me.
