Tie in some dumbell or beadchain eyes on the back of the hook shank adjacent to the barb and palmer the hackle with the long fibers near the bend and you have a pretty fair crawfish imitation.

Like almost all streamers.  It illicits a "response"
more often than a "Hey, I'm hungry for this" action.
It looks like a lot of different things.  So I guess
attractor is the best term, although streamers in
general don't imitate any particular fish.
