It was a strike indicator. I say that - #1 because I saw it and #2 because they are only allowed to tie on one fly in that tournament.

It may actually have been a fly. Using a train of two or more (3 is legal in Oregon) flies is a fairly common practice. You can use two or three different patterns or different sizes and colors of the same pattern as searching flies to see what the fish are hitting on. Or you can use a fairly good sized dry fly as a strike indicator and a nymph as a dropper. Or a heavy wet fly like a Kaufmann stone as a tool fly to get a nymph down deep if you're fishing somewhere where lead shot is outlawed or you just don't want to use it.
