All that 'Bibby' is, is a one-eyed Booby or as Paul says, a Tadpole with a foam head. I have heard people say that Boobies sometimes spin in the water because of the two foam balls, with one ball only you negate this problem. This fly will be fished on a sinking line as you would a Booby or you could fish it on a floater as you would when the fish are feeding on fry.
