Sounds like you're reading a lot of UK flyfishing literature! Competition fishing is popular in the UK and these are usually run at stillwater venues, fished from wind-drifting boats. There are a variety of events, including international competitions, and different sets of rules.
Competition Size refers to the size of the fly, and I believe the current standard is that no fly can be tied on a hook bigger than a longshank #8. No #2 Double-bunnies here!
I am sure our friends across the pond can fill in the details. A lot of them are just about to get off from their Monday at work...
