Jimmy,
There is a book, I think called "Wayne Moore's Fly Tying Notes".  In it he
describes how to make a bobbin like you are talking about.  It has pretty
good plans if I remember right.  I will try to find it tonight.  I am also
planning on making some similar bobbins and think I might try hypodermic
needles for the tubes.  I can get long ones, cut off the ends and polish
them and also have a good selection of diameters.  I talked to Tom
Schmuecker, the owner of Wapsi, at the Southern Council Conclave last fall
because he used to manufacture bobbins like these to make some extra money
when he was still farming!  He gave me some tips on making them.
