The Irish postal service , as part of it's rationalisation and streamlining of their service have decided to discontinue selling international postage coupons . This is typical of an Irish semi state organisation . As American postage stamp retailers are very thin on the ground in Ireland , this
presents some difficulties in attaching stamps to the return postage envelope required for a swap.
