Whenever I send items overseas that has at least one fishing hook in it, I 
call it fishing tackle.

Anything that is commercially available in the US is ok in Europe. One 
thing that I learned however, is to not label my packages "flytying 
materials". That term causes suspicion, and customs may want to inspect 
the package. Not all customs officers are feather experts, and I've had 
things removed from packages that were perfectly innocent, like peacock 
wing feathers. If you label the package "craft materials" you don't have 
that problem.
