Can someone fill me in on the difference between Ice Dub and Ice Dub
II??? I am interested in the really "Bright" colors.

I'm assuming that you're talking about the Ice Dub Selections. The only difference is the color choices. If you scroll down the Line's End page <http://www.linesend.com/product/dubbing.shtml> to where the individual packs are listed you will see that the colors in each selection are marked.
Tell me what you are tying...I'll try to make recommendations.
