Patrick first thing I would do is go to that local fly shop, the one you spend the most time at. Talk with the HMFIC, thats Head Master Fisherman In Charge, and see if they would allow you a space to meet and tie once a week, heck he may even join you. As for getting the word out, post fliers in the local sporting goods shops, if you have a local newpaper they might allow free ads for non-profit activities. Do you have a local chapter of Trout Unlimited? That would be a good place to start. Hope it works out.

Our club started with a fellow putting an ad in the paper asking
any who were interested in fly fishing (not just tying) to meet at a
local restaurant for supper to talk about starting a club.
Five people showed up. Our average membership now is about
125.
