Murf,   Before asking for the proper method to set the hackle, it might be worthwhile to decide HOW you want your hackle to sit.  Different sources (Marinaro, Best, Ordes, others) have varying ideas as to the “shape” of the hackle.  Some prefer a “bottle-brush”-type hackle, some a semi-“splayed” hackle.  All give reasons for their choices.  As for myself…I haven’t really formed a solid opinion except that one should be careful about seeking the “proper” way to do something.    So…what do you WANT your hackle to look like?   Chris
