Nick, You can use such materials as spawn bag floaters (colored beads made from foamed polystyrene) and even just crumble a pic of a foamed polystyrene coffee cup until you get the approximate size pice you need. Bean bag chairs (as previsouly mentioned) also are usually stuffed with foamed polystyrene beads. You can probably substitute other types of floating foam as well...ethafoam (solid pieces used in packing high end products, has a slightly waxy feel) and EVA foam (aka craft or fun foam). These last you'll have to shape into cylinders in some fashion or another.
