Instrad of the sand paper, try wraping the hook shank with thread before gluing on the body. Roughing up the hook shank will make it rust faster.

I sometimes have trouble with cork-body surface flies as they slip around the hook shank and just don't stay where their supposed to. I was thinking if I rubbed the hook shank with some emory paper before I glued the cork halves together, the epoxy would form a stronger bond between the roughened hook shank and the cork body and prevent further slippage.
