What is the best solution to use to disolve the epoxy?

Nothing. For or practical purposes, cured epoxies are insoluble. Which means, there are chemical ways of softening/breaking down epoxy, but they would be rather hard on your reel seat as well. I think that a good night's soak with paint stripper would attack the epoxy, BUT also the reel seat. Usually, heat and mechanical means (such as twisting force) are the best option.
