I use craft foam...a lot of it!  You could coat it with clear nail
polish or epoxy but that would need to be after its in its final shape.
There's a body coating out now called SoftBody - you might give it a
try.  Its sort of like Softex but without the fumes.

I haven't has much trouble with craft foam sinking but when I have it
was simply a matter of squeezing it now and then to get some of the
water out...
