Again I got too quick in sending the reply. It should read, "By Palmer I mean the hackle (wrapped) from front to back like (on) a Woolly Bugger". A Collar Hackle is one the is wrapped just behind the eye of the hook.

Hi Tony!!! Water here high and dirty in VT!!!! Still new to the tying slang but when you say "palmer" i take it to mean, grabbing the hackle by the tip and "fluffing" it down., then yes!!
