We've had threads similar to this before, you are right.   There are a lot
of creative flies that walk the thin line between fly/lure... now bait?!
The sili-skin minnows are a good example.  Flies with propellers and made
out of fake fingernails...  you could go on.

I wonder where coffee bean beetles fall in the artificial lures only 
streams? In PA a fast read seems to only require nothing edible in 
catch and release waters. Is a coffee bean edible to a fish? Then in 
heritage trout waters all materials must be "wound  on or about the 
hook". I guess that would rule out even the sunflower shell since it is 
glued on the top. "Oh what tangled webs we weave". Even possession is a 
violation so check your fly boxes carefully.
This started out as a tongue-in-cheek reply but the more I read the 
more I began to wonder.
