Oh gracious Keith!  We are terrible here as well!  I won't beat the subject to death but suffice it to say that our waste is suffocating waterways to death.  Every rain overflows sewage which adds nitrates as well as disease.  Oysters in the bay are less than 10% of previous levels and they are crucial filters.

Folks complain about the zebra mussels in Lake Erie but I think they are filtering the water.  Yes, they are invasive but so is the brown trout here.  In the end, do the toxins go back to the ecosystem from the cadavers of mussels?

I beleive your sport fish management is being used as a shining beacon here by our own conservation groups that are hoping to put the pressure on govt to create these sport fisheries here.
