I tie the hackle in tip first at the rear of the hook.  Then tie in the chenille wrap the chenille up the shank leaving room for the head the tie it off.  Wrap the hackle up the shank in the joints the chenille makes  all the way to the head then tie it off and cut off the surplus quill. When you tie off a hackle quill, and a tiny length of that quill sticks out past the thread wraps, and the fish don't mind, cause I'm just talking 1/32th  inch or 1/64th an inch of quill here, but to make the fly look "perfect".. and to clip that tiny amt (WITHOUT cutting into the thread), what is the best thing to clip that tiny quill with????
