Deb, Did my research through the WY Game & Fish- State level, that checked with Federal level. From what they could find (or couldn't find), there are NO laws on the books regarding penguins* (or their feathers) in general, that they are illegal, protected, or endangered*- no laws on import, possession, or use. I was surprised, but unless someone can find a law regarding the possession of penguin feathers somewhere on someone's books, it's not illegal to possess them- if one can get them. If you find one, please let me know, so I can show it to the 'possessors of the laws'.
*The one exception being the Galapagos Penguin, as every creature on the islands is considered endangered. They are alos a protected species... I gave up on my mission to find penguin feathers for Buggs.. Zoos, DNRE et al were not very impressed or helpful.. I figured it would be possible catch one at a well known tourist spot where they come marching up the beach each night.. but the thought of my pictue on the front of the paper was a bit of a worry :-)= cheers Ian
