Gary,

dye some panty hose yellow, (don't know why, but here in Florida
it outperforms other colors) Attach a 4-6" piece to a hook.
You can snap off the hook and just whip the nylon to the remaining
hook shank.

Cast in front and make jerky little strips as if you were throwing
a "sluggo" type plastic. The material gets trapped in the teeth of the
gar. We get them bigger here in Florida than those you are throwing at.

I have used as big a rod as a 10 wt.. BTW, releasing them is
a bear, but the fight is worth it.

Jery,

I've heard of that fly and know I don't need a barbed or pointed hook and am guessing I need to strip it in, though I was hoping for a float through the return water at the steel mill, where they like to congregate might work too. I've seen one landed and mouth spreaders are required b/c they are tight lipped. I don't think I need more than a 5wt for the size I'm aiming at. I do have a 7wt TFO that needs sent back b/c it magically became 4" shorter after my last steelhead trip. I was thinking something more realistic than pantyhose on a hook.
