His story is that it was a most serendipitous discovery, when, while on a field trip, he used a piece of shrink tube someone happened to have available, and noticed afterwards that the PVC material enclosed in the tube had thoroughly fused. The shrink tube in question apparently is some type of avionics shrink tube. He also says he has a worldwide patent on the system.
