Yes.  Turning the knob adjusts the tension on the hook.   If you have a
young kid with out a lot of patience this is quick and easy.  You don't have
to adjust the jaws for each hook size and he doesn't have to have a really
strong grip that some vises require to open jaws or tighten levers.
It's great for my little guy who has his last day of kindergarten today!!!
:)  It's a no frills beginner vise but he can operate it all by himself.

I collect vintage vises that look interesting.  When my boys first started
tying I pulled out the vintage Herters I had with the big wheel that adjusts
the jaws.  They both loved it because it was very easy for them to use.  We
usually don't start accepting students in our UFT kids program until they're
around twelve because they just don't have good dexterity.  That differs of
course with each child.  Some of the girls I've seen really have great
patience and dexterity at a young age.  The boys are a little tougher.
Steven does pretty well with the tools at 8 yrs old but doesn't really take
instruction well for any length of time.   He does like to just tie his own
flies so I just give him my extra materials and hooks and let him create
away.  He found this vise very easy to use...  He can use my full rotary
vises now but he is a little rough on them and they are expensive.
Look at these and if you can find one cheap try it out.  I think I paid $8 -
$11 for mine on ebay.  Mine is a Herters no 3.  It's really a nifty little
vise if you can use a clamp style.
