Peter,
You should try visiting any foam vendor in a larger town. Ask to see their catalogs. There are razor foam thick sheets of foam that are produced for packaging material. Most are white and can be colored with waterproof art markers. If floatability is a factor, this stuff is way better than anything you find at Wally World or a craft store.
