Dave,
I use as less water as possible, so that it desolves the dye and covers
my feathers. I don't care so much on the vinegar. My wife has an 20%
diluted somewhere arround, I usually add 1 to 2 tablespoons to it.
What I do is to check the success of the dye process, I check from time
to time the color of the materials, and when I'm satisfied, I stop the
process. Some materials need more time in the dye than others.

there are several on the list who dye their stuff.
I tried with Cool Aid (Yes, the kiddy drink), and easter egg dye.
For feathers you have to add some vinegar. With the easter egg dye I
left the stuff in the solution for a couple of days, with cool aid it
take a shorter time.
Some recomend to put the dye and feathers in the micro-wave, but I had
success without the heat.
Prior to dying you have to degrease the feathers, I use soap or dish liquid.
