Hmmmmm.Random House unabridged dictionary lists both "tier" (with about a dozen different definitions) and "tyer", with one very distinct definition.
I prefer "tyer". It really says what I mean. The sentence, "There were two tiers of tiers." makes much more sense as, "There were two tiers of tyers."
