[VFB] dumb ?

I will  bring up the first question in a while. 

When I tie soft hackles  and fish them the hackle always ends up plastered 
against the body of the fly. 

What am I doing wrong (only on the tying)?
How do I cure this?

I read that the hackle waves around inthe watyer. Not on mine.
