I would like to mention that ISO/IEC JTC1/SC29/WG11 (MPEG) is currently
investigating the development of a Type-1 (royalty-free) standard as an
exploration stage. This work is also called as 'Internet Video Coding'.

I think the important point is that there are *no* existing standardization
efforts with the simultaneous goals of best-in-class performance *and*
royalty-free licensing (however we choose to phrase that).
