Ok, I apologize.
Stupid user error on this case.
I had built png with:
make prefix=/usr ZLIBLIB= ZLIBINC= -f scripts/makefile.linux
Which happily allowed it to build and compile.
I changed my driver script to use ZLIBLIB=/usr/lib and now it works.
Still, I do stand by my argument that the autoconf code should be portable,
and not every system is ELF based and offers a DT_NEEDED style feature.
