Bttv-0.7.xx stand-alone package has a hauppauge eeprom decoder.
However you give the answer to your question in the next paragraph.

TD1536D is treated as Unknown, because we don't know how to program it
due to lack of datasheet.

If you can get a datasheet out of philips your tuner can be supported.
