Aha.  That's what I think too. :)

The question I now need to answer is: If it isn't interlace noise, what
is it?

Anyone have any ideas?  I'm going to try to grab some raw frames to see
what it looks like un-encoded.

  That doesn't look like interlacing to me, it looks way too coarse.

  Interlacing lines are much much finer, more or less one scan line high
on a 640x480 capture for NTSC...

  I'll email you a picture of "typical" interlace issues.
