This sounds peculiar.  On my system, /dev/video is a directory and so
could not be made to link elsewhere.  With some programs, you need to
specify the video device as /dev/video0.  I recall at least one program
had a problem where I had to edit the source code to change the default
video device.

Try the following:

xawtv -hwscan


Here's what I get:
