I am just trying the bttv-0.7.102 and I believe the picture is much much cleaner. Large solid color areas are now OK, without the noise. See for yourself at http://joy.sophics.cz/PCTVPro/ Still the spurcheck might be interesting for me because there are some horizontal waves going up slowly on the screen. I hope the fixed spur code could help with this (?)
