This is only true for the DV format. All analog capture cards capture at 
a 768x576 resolution for PAL sources, because this keeps the correct aspect ratio. 

If you want to convert the captured image to a DV stream, you will have to transcode 
it ( or capture with 720x576 but there might be cards which do not support that format 
). 
But there is no real reason to do so unless you want to write a DVD because all other 
formats like AVI can handle other resolutions than just 720x576.
