I emailed my cousin (who happens to be part owner of Feedburner) and asked him about the Video Podcast category. Here is what he said:
We've been talking with Apple to ensure that we're adding all of the appropriate tags, and so far they've said that the same tags we're adding for audio podcasts will work ... so supposedly you can just select SmartCast and it will work. Of course, we've found that most of the time the left hand doesn't know what the right hand is doing within Apple, so this might change in the next couple of weeks. We'll see. So there you have it from the Feedburner guys. My guess is the Video Podcasts listed in iTunes were hand picked.
