Many parents' response to this would be "Huh?" Actually, that's my response, too - I have a router, but how would I use it to block ports, and how would that help?
In the case of Justin the teen porn star, he got the webcams etc. paid for by his clients, via an Amazon wish list, and he hid them from his mother.
Do you have a teenager? If so, could you swear that you know what's in every nook and cranny of their room?
Simple response... PARENTS need to keep an eye on the kid! Use a
ROUTER block the PORTS -

4. How did the kid get the Web Cam?
5. How did the kid get a Digital Camera?

6. How is it that parents don't know that they need to monitor the
activity of their kids, in every aspect of life?
LOL. Are you with your child 24 hours a day, overseeing their every moment? It just ain't humanly possible, and, even if it was, it wouldn't be healthy for either party.
I'm not saying there's no solution (my own solution is detailed on http://beginningwithi.com/tech/kidsonline.html), and I do agree that parents need to TRY to be aware of what their kids are up to, and are ultimately responsible. But expecting any parent, let alone one who's not tech-savvy, to be able to monitor their child's every online moment is just unrealistic.
