You could use Synfig <http://www.synfig.com/>. (Although it might be a bit of an over kill.)
You could also use the GIMP < http://gimp.org/> using the it's GAP subsystem. Here's some links on GAP (that I found with a bit of searching):

(You should probably be able to find more links for GAP.)
Both of these software packages are Free and open source software.
