seems to me that this would fall under "fair use" as this is just a "quote" from what appears to be a longer presentation

it's not clear if permission is required here

also, i don't think "expressly forbid" has any legal bearing unless it is explicitly stated in contracts associated with the recording of each and every talk he gives.

of course, one can always try to respect his wishes out of respect.
