Just a little point and shoot photo camera that also shoots video will do the trick for $200 bucks or so along with a decent sized memory card (say 1 gig) for another 30 bucks or so. I haven't bought one lately, so I can't recommend a particular one. Anyone else? Just make sure it has a mode that shoots 640x480. Even if you reduce the dimensions of the final output, it'll look better if you shoot it in higher resolution.
The main limitation on a point and shoot photo camera for video is the audio from the built in speakers will be kind of weak.
