Absolutely! I have a old Panasonic 2MB Lumix that created .mov files.
The only drag was that I only had 30 seconds at a time to record. It
allowed me to build up my skills so that when I was ready for the next
level I knew I could vlog.

The movie specs on your camera:

4:3 Aspect Ratio
• 640 x 480 @ 30fps / 10fps
• 320 x 240 @ 30fps / 10fps

16:9 Aspect Ratio - Sweet in a still camera!
• 848 x 480 @ 30fps / 10fps

There is more info that you can download at the Panasonic UK web site
(that was the link that I found on the dprview page)
http://www.panasonic.co.uk/customer-Support/download-catalogue.asp

The main thing is to figure out if you can live with the constrictions
that you will face vlogging with a still camera. It can be done, it
has been done but there are adjustments.
