you can do this using eZedia (google it, sorry about to catch a 
flight), VideoClix, LiveStage Pro (which seems to have gone broke so 
don't send them any $), some compression tools also let you add 
clickable hotspots that link to urls.

ezedia you can learn in about 5 minutes, videoclix perhaps 30....
