I approach this question based on what type of video that you want to create 
and how much effort you want to put into processing and uploading your video.

If you are just getting started and new to to videoblogging I would go with the 
SD Memory Card level of camcorders. You get good optical zoom levels and a 
decent set of features. These can run between $150 to $400US.

I would look at:

Canon Vixia Line of Camcorders for example:

If you are looking at an under $200US camcorder then you want to review the

I would also take a look at Camcorder review videos by users on YouTube or Blip 
so that you can get feedback on video quality. Oh, and also check out CNet for 
their reviews as well.
