Keeping HD resolution, sure. Keeping the same compression quality, no.
I use the free converter Handbrake to make my final videos I upload to
Youtube. You can adjust the bitrate. I use from 2000Kbps to 3000Kpbs
for my final 1280x720 videos I upload to Youtube.

Youtube can be touchy on uploads if anything disturbs it or if your
connection is really slow. i.e. if you have an ADSL Internet
connection that drops out or something.
Also, I think I've had problems whilst uploading direct from a USB
stick for some reason. No idea why that would be.
I routinely upload 500MB+ videos to Youtube without trouble though on
my (1Mbps upload/30Mbps download) cable connection.

Using Handbrake you can set a final video target size. So you could
set say 490MB and it will pick the compression ratio required to meet
that.
Remember, "HD" is really just the resolution like 1280x720, it's the
compression/bit rate that really determines the final video quality.
So you can have two identical 1280x720 videos, one 100MB and one 1GB
in size, it's the bitrate that differs.
