This won't contribute to the list, but it is such a remarkable film that I thought I would share. A friend sent this to me, the description is not mine. (Try to ignore the "modern" soundtrack.)

From New York trade papers announcing the film showing to the wet streets from recent heavy rainfall & shadows indicating time of year & actual weather and conditions on historical record, even when the cars were registered (he even knows who owned them anFW 104 year old film clip frm .ems d when the plates were issued!).. It was filmed only four days before the Great California Earthquake of April 18th 1906 and shipped by train to NY for processing. Amazing, but true! What I'm looking for are movies that feature cities as central parts of the narrative, as essential to the essence of the film (not just films that are shot in a particular location) What do you say?
